Steps to Reproduce:
1. queue up a lot of running processes
2. add a proc entry to snmpd.conf
3. restart snmpd
4. List procs you are monitoring: snmpwalk -v1 -c public localhost
1.3.6.1.4.1.2021.2.1.2
5. List of all procs: snmpwalk -v1 -c public localhost 1.3.6.1.2.1.25.4.2.1.2

Actual results:
proc entry does not show up

Expected results:
proc entry to show up
