Description Bangladesh's Daylight Saving Time (DST) Ended and Clocks Across the Country Move Back by One Hour.

DST Schedule of Bangladesh for 2010
The clock will again be put forward by one hour from March 31, 2010, and it will remain so until October 31, 2010.

This is something which has to happen upstream, so this should be filed at https://bugzilla.redhat.com/ [^] - if that hasn't happened already. tzdata2009u seems to be the version with the change.
