Some new info:

Apparently the kernel in question is in altarch experimental:
http://mirror.centos.org/altarch/7/experimental/x86_64/Packages/kernel-4.4.26-201.el7.centos.x86_64.rpm

So this brings up two issues:

* Why are we are putting an x86_64 *anything* in altarch?

* Putting the -debuginfo packages for these kernels into base-debuginfo causes issues for anyone who is running a stock kernel and needs the debuginfo package for it. We should be putting the debuginfo for these kernels somewhere else entirely.

I'm updating the kernel and yum distro-sync wants to install kernel-debuginfo 4.9.75-204.el7.centos, which doesn't match the kernel I'm about to install as it's 3.10.0-862.11.6.el7

This inconsistency is a bit painful, as, once updated, I have to remove the mismatched kernel debuginfo, in order to use debuginfo-install to retrieve the debuginfo matching the installed kernel.

as are as why altarch for x86_64 .. because I am already doing it for i386 in that path and we have enough repos already. The same .repo file works as is for both i386 and x86_64 (and the other arches too), and it is not officially supported for x86_64 anyway.
