shows, that in CentOS 7.4 the following patch is missing, which was was already applied in CentOS 7.3:

RHEL Patch38: Backported libraries historically supplied with Perl 4

Is there a good reason, why this patch has been removed in CentOS 7.4, or is this a "bug"?

Perl version "perl5 (revision 5 version 16 subversion 3)" has not been changed.

and compare output between CentOS 7.3 and CentOS 7.4

I just checked on my RHEL7.4, and the patch #38 is not there either.
If you believe this is a bug, please report it to RH at their bugzilla. If/when RH re-introduces this patch, CentOS will inherit it. And no, we didn't remove that patch :) we rebuild what RH ships.
