There are multiple potential causes for this issue - none are easy to investigate and all require a lot of effort. First soft lockups happen because a request has been made and the kernel has not left kernel context to go back to user space within the time period (22 seconds in this case) or called something like cond_resched() to give up the CPU.

I'm not sure that anyone will be able to give you a definite answer or resolve your issue based on the information provided.

The first problem is that the munmap() system call depending on what it's doing and the complexity of what it needs to do could simply be taking more than 22 seconds to complete (it's rare but it is possible). You haven't described anything about what is being munmapped so you need to consider if that is the case. This is the simpler of the cases and you can determine if the system call is taking a long time using something like strace. With a vmcore someone can look at the size of the vma and try to determine what is wrong (it also could be difficult if there wasn't much left to do so it wouldn't look like anything should be holding it up).

The other issue is that the function smp_call_function_many() sends one or more IPIs (interprocessor interrupts) and that other CPU is told what it needs to do in the IPI context via a structure added to a per-cpu list (in this case it seems likely to be a call to flush_tlb_func()) and would require a vmcore to investigate what was happening. There are multiple CPUs to send it to because we're still in smp_call_function_many() and we're not in generic_exec_single(). If for some reason the other CPU is not responding or it's busy doing something and this CPU has to wait for the IPI to complete (e.g. you can't leave a stale TLB). The key thing is what the other CPU is doing that is preventing the IPI from being serviced. Finding out what causes this can take a lot of invested time and effort and will require a lot of time running crash working out what is happening since you need to work out where the CPU mask is and determine what CPU still hasn't responded and then look at why.
