Summary0014987: Systemd-networkd can't up interface when ipv6 is disabled in kernel
DescriptionSystemd-networkd fails to bring the interface up if ipv6 is disabled with the ipv6.disable=1 kernel parameter.

Commit 01d28f81 successfully tested.
Steps To Reproduce1) Fresh centos7 install
2) Use systemd-networkd
3) Add ipv6.disable in grub command line
4) grub2-mkconfig -o /boot/grub2/grub.cfg
4) Reboot
