We facing issue on my machine (3.10.0-957.12.2) with NIC suddenly down and can not bring up.
Here are log message :
kernel: bnx2x 0000:81:00.0 ens2f0: NIC Link is Down

We use this machine as compute node openstack (PIKE) and use openvswitch (openvswitch-2.9.0-3)
Will be appreciate if someone can help us.

|"Link is down" sounds suspiciously like a cable problem.|
Thanks for your advice, we will try it.
We already changed cable, replace NIC card and SFP connector also, but problem still ocurre.
Link will bring up again if network service restarted.
|Is this by any chance a Dell machine? If so, check both your system BIOS and the card itself and make sure that the settings in both of them match for SR-IOV. I have had systems with weird problems like this that turned out to be either SR-IOV enabled on the card but not in the system BIOS or vice versa. Which setting you need is up to you but both must agree.|
