|Summary||0016688: Installer fails to download existing package, fatal error|
|Description||Using CentOS-8-x86_64-1905-boot.iso with either a mirrorlist or explicit mirror (to work around bug 0016456) and then attempting a Minimal Install, the installer downloads about 30% of the packages and fails with the following error:|

The following error occurred while installing. This is a fatal error and installation will be aborted.
Failed to download the following packages: Cannot download Packages/selinux-policy-targeted-3.14.1-61.el8_0.2.noarch.rpm: All mirrors were tried

The only option is to exit the installer and thus start over.
Checking the repos, I do see that selinux-policy-targeted-3.14.1-61.el8_0.2.noarch.rpm is available.
|Steps To Reproduce||This is sequence is consistently failing:|
1) Boot from CentOS-8-x86_64-1905-boot.iso
2) Set up network, location, destination etc.
3) Installation Source:
On the network
repository URL: http://mirrors.usinternet.com/centos/8.0.1905/BaseOS/x86_64/os/
4) Software Selection: Minimal Install

My apologies, the issue was due to the delay caused by scanning files being downloaded. Since selinux-policy-targeted.*rpm is a large file, it caused the 30-second timeout being used by curl during the download to fail. Bypassing the security scanning allows the installation to download all necessary files.
