|Summary||0016810: tzdata not updating timezone files|
After fresh install of Centos 8 I executed `dnf update --refresh` to make sure everything is updated. Then I set my timezone to `/usr/share/zoneinfo/Brazil/East` however this timezone is wrong cause brazilian President decided this year we wouldnt have DST.
Executing `rpm -q tzdata` shows I am using the 2019a version however there is already the 2019c version and `dnf update` or `yum update` does not update the timezone files.
So I was told to report here this bug as I discussed it earlier with other more professional people at https://serverfault.com/questions/994926/centos-not-considering-daylight-saving-on-timezone

Even after that it shows I am using the 2019a file which should be at least 2019b or c.
