This has been fixed upstream by PR https://github.com/linux-pam/linux-pam/pull/162

This should preferably be backported to all supported CentOS releases (I have opened a bug just for CentOS8 for now).

Steps To Reproduce1. make sure pam_access.so is used for e.g. ssh
2. specify for a certain user e.g. ::1/128 in access.conf:
   + : testuser : ::1/128
3. try to ssh -6 from localhost to testuser@localhost and see it fail
4. now specify e.g. just ::1 or ::1/127
   + : testuser : ::1/127
5. again try to ssh -6 from localhost and see it succeed
