I'm not sure if it is intended behaviour, but please compare this.

CentOS 8.0 + 8.1 (only the second+ cycle reports correct values):

# iostat 5 2 -y -c
Linux 4.18.0-147.3.1.el8_1.x86_64 (kvm1) 01/21/2020 _x86_64_ (40 CPU)

avg-cpu: %user %nice %system %iowait %steal %idle
           0.00 0.00 0.00 0.00 0.00 0.31


avg-cpu: %user %nice %system %iowait %steal %idle
           0.13 0.00 0.80 0.00 0.00 99.07

Everything okay on Centos 7.x or Debian Stretch:

prg3:~# iostat 5 2 -y -c
Linux 3.10.0-957.el7.x86_64 (prg3.dev.cgi.cz) 01/21/2020 _x86_64_ (40 CPU)

avg-cpu: %user %nice %system %iowait %steal %idle
          12.47 0.00 2.36 1.33 0.00 83.84

Steps To ReproduceJust run: iostat 5 2 -y -c or something similar.
