However, the symlinks under http://vault.centos.org/centos/ have not been updated.
Specifically, http://vault.centos.org/centos/8.1.1911/ does not exist, and http://vault.centos.org/centos/8/ still points at 8.0.1905

Is there a timeframe for fixing this? Is it really just a symlink that needs updating?

In the interim, is it safe to switch to http://vault.centos.org/8.1.1911/ as the authoritative repo for latest sources for centos 8 updates?

I would guess the team is busy with Centos 7.8 and 8.2 preparation and CentOS Stream activities.
Workaround is to build src.rpms from git.centos.org, as described here: https://wiki.centos.org/Sources#Usage
