Summary0017456: update centos:8 in Docker Hub
DescriptionDocker Hub's UI says that "centos:8" was updated five months ago.

This leads to two outcomes:

  A) Users have to run "yum update" inside every container image build. Currently, DNF wants to download 54 MB worth of updates to the centos:8 base image's packages, putting quite a bit of additional load on the CentOS mirrors.

  B) Users run with insecure CentOS images, damaging CentOS' reputation as a secure distribution.
Steps To Reproduce1) Start a centos:8 image, like "podman run -it --rm centos:8"
2) Run "dnf --setopt=install_weak_deps=False --best update" in the container
3) Note the number of packages that need to be updated.

DNF's transaction summary says:

Upgrade 83 Packages

This should be fixed, now that the 8.2.2004 release is pushed to dockerhub
