DescriptionWhen using an Intel NUC Generation 8 or later, and attempting to load a kickstart file over http, the console is flooded with:

dracut-initqueue[pid]: Warning: dracut-initqueu timeout - starting timeout scripts

The ethernet device on the system did not request a DHCP lease per the DHCP server's logs.
The ethernet device does give a green status light showing physical link present, and the orange activity light flashes indicating traffic is passing.
It appears the ethernet device isn't registering in the preboot environment.
Steps To Reproduce1. Obtain hardware meeting criteria
2. Obtain any CentOS 8 installation media
3. Match my boot parameters: initrd=initrd.img inst.stage2=hd:LABEL=CentOS-8-1-1911-x86_64 quiet nomodeset ks=http://<a remote URL to a kickstart file>
4. Observe timeout

This may be reproducible on other systems using an integrated NIC and Intel processor generation 8 or newer. I don't have any additional hardware that's generation 8 or newer that isn't a NUC.
Confirmed the reproduction using an Intel NUC8i7BEH and NUC10i7FNH

I am able to work around this by attaching any generic USB NIC. The preboot environment detects the USB NIC and is able to fetch the kickstart file to perform the installation
