Summary0018214: Service option SyslogFacility looses its effect on journald restart
DescriptionI have a systemd unit for OpenVPN server where I have changed the configuration using `systemctl edit openvpn-server@server` to include this option:

    [Service]
    SyslogFacility=local2

I also have rsyslog installed and using its configuration I divert the OpenVPN logs into separate files (for audit purposes) based on the syslog facility.

However, after restarting the systemd-journald, new log entries stop appearing in the rsyslog-produced logfile.

With `journalctl -o verbose` I can see that the OpenVPN messages still appear in the journal, but it seems that journald stops honoring the SyslogFacility setting and the facility of OpenVPN messages "resets" from 18 (local2) to the default 1 (user). Therefore the problems seems to lie within systemd-journald.
