DescriptionA minimal CentOS installation does not have libxml2 installed causing dnf to become unusable:

Steps To Reproduce- Do an installation with the core group of packages only
- Run dnf
Additional InformationI assume python3-dnf simply lacks a dependency on python3-libxml2, installing it fixes the problem
