<iasybvm> in /usr/lib/anaconda-runtime/buildinstall, 215-223, it copys upd-instroot out without buildinstall.functions.
<iasybvm> upd-instroot will use buildinstall.functions in line 92.
There are other bugs in anaconda-runtime, I can't bake an iso out with it.

|I am wrong. But there are bugs in anaconda-runtime. It will print help message of yumdownloader and will leave a grub-xxxx.rpm file in out-put directory.|
Please provide the command line (ie. command and its parameters) you're using that gives that error message. It's likely that there's something wrong with your command line parameters and/or some prerequisite files are missing.
In addition, most end users don't really need to create the .iso files themselves. If some sort of an automated or customised install method is needed, a kickstart file can take care of most such needs. If the kickstart file needs to be on the .iso, I'd recommend using the files on an existing .iso image as a starting point and then creating an .iso from those files, instead of building everything from scratch.
