If we do setfont UniCyr8x16 it fixes problem till reboot.
But there is no way to set it permanently.
This is definetely systemd architectural bug.

I have the same problem. The default font is supports Russian characters, but console is not initialized properly. After executing "systemctl restart systemd-vconsole-setup.service" russian characters displayed correctly.

So do I have the same problem but with Czech characters.

vconsole.conf
KEYMAP=cz-us-qwertz
FONT=lat2-sun16

kernel cmdline
... vconsole.keymap=cz-us-qwertz vconsole.font=lat2-sun16

Executing:
systemctl restart systemd-vconsole-setup
helps till system reboot

or executing
setfont lat2-sun16
helps till system reboot

I have the same problem.
Executing "localectl set-keymap ru" helps until reboot.
Hope, official fix will come soon.
